DC Promise Neighborhood Initiative: Needs Assessment and Segmentation Analysis

In October 2010, the DC Promise Neighborhood Initiative (DCPNI) became one of 21 recipients of a U.S. Department of Education Promise Neighborhood planning grant. The Urban Institute partnered with DCPNI to act as the data analyst and local evaluator of this ambitious initiative. The Needs Assessment and Segmentation Analysis are intended to provide a timely understanding of the needs of the community and to inform the continuum of strategies DCPNI and their workgroups developed.

In 2010 and 2011, President Obama directed the Office of Management and Budget, the Domestic Policy Council, the National Economic Council, and the Office of Urban Affairs to conduct a comprehensive review of federal programs affecting places, the first of its kind in 30 years. Agencies were asked to consider how place matters to their work and how their policies affect the development of urban and rural areas and how well those places support their residents, in all aspects of their lives—education, health, housing, energy, and transportation.

Planning a Promise Neighborhood

The Promise Neighborhoods Institute at PolicyLink turned to the Bridgespan Group to develop this planning guide. The document is based on Bridgespan’s experience developing business plans with the Harlem Children’s Zone and other neighborhood initiatives that seek to improve outcomes for children from families with low incomes. The guide also incorporates lessons learned from other comprehensive community -change initiatives across the nation, and Bridgespan’s cumulative knowledge gained from helping hundreds of nonprofit leaders expand their antipoverty, education, and youth-development services.
